Position Summary
The Project Manager performs a variety of responsible engineering work, applying engineering principles and practices to a variety of engineering assignments in an assigned departmental function. Work is performed with independence according to Illinois Department of Transportation standards and specifications, professional engineering standards, county policies and procedures, as well as from verbal and written instruction from an administrative superior and the County Engineer or Assistant County Engineer. This position performs responsible engineering work in design and construction of County and Township highways, bridges, and culverts. Operates survey equipment, records field notes, drawings, and calculations in field book. Directs maintenance and construction crews. CAD design and engineering applications are all responsibilities of this position. Work involves preparing and reviewing engineering plans and specifications for road-related construction or maintenance projects; in charge of construction and maintenance projects for highways/roads, bridges, and draining facilities. Assignments may involve planning, overseeing, and direction of the activities of professional, technical, and labor personnel.
Essential Duties and Responsibilities
- Oversees highway/road, bridge, and drainage construction and maintenance projects;surveys the project site and gather related information to design project; assesses any right-of-way needs and completes right-of-way process as needed; prepares or modifies design plans; prepares const estimated and bid documents to let contracts; coordinates and inspects project work of contractor or county crews; ensures inspection and testing of project materials; approves contract payments, and documents and finalized project plans and records.
- Assists the Building and Zoning department in the review of plans for proposed developments; reviews plans and specifications for developers for compliance with county subdivision ordinance, land use, and infrastructure impact; prepares findings reports of various plan reviews; inspects construction projects for compliance.
- Designs professional engineering plans and specifications for highway/road, bridge, and drainage construction and maintenance projects; oversees the work of survey crew.
- Performs inspections of highway/road, bridge, and drainage facilities to determine status and repair needs per state and county requirements; conducts materials inspection during projects.
- Oversees and provides guidance and direction to technical employees engaged in various stages of construction and maintenance projects.
- Meets with and advises Township Highway Commissioners on road and bridge questions, Motor Fuel Tax Program, and other items.
- Performs other related duties as assigned.
Knowledge, Skills and Abilities
- Knowledge of the principles and practices applicable to road construction and maintenance projects.
- Knowledge of the precautions necessary to work safely around construction and maintenance equipment.
- Knowledge of local government operations, Human Resource related programs, policies and plans, and modern office practices and procedures.
- Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs.
- Skill in the use of surveying, computerized drafting, and related equipment used in the construction and maintenance of highways / roads and bridges.
- Ability to plan, oversee, direct, and evaluate the work of technical and maintenance personnel.
- Ability to read and interpret construction plans, specifications and blueprints, and related engineering documents.
- Ability to accurately observe and record material quantities used in construction and maintenance projects and to conduct inspection of same.
- Ability to work outside in a variety of weather conditions and walk safely on rough terrain.
- Ability to understand and follow oral and written instructions and to communicate effectively, both orally and in writing.
- Ability to establish and maintain effective working relationships with contract personnel, other employees, and supervisors.
- Ability to possess the physical strength, agility, and dexterity to perform the work.
- Ability to deal properly with confidential and sensitive matters.
Required Qualifications
- Requires 1 year CADD or 2-year construction technology degree and a minimum 10 years of experience in highway construction or a Bachelor’s degree in engineering technology with construction background or any equivalent combination of education and experience that would provide the above noted knowledge, skills and abilities.
- Valid Illinois Driver’s License.
Physical Attributes/Demands
The work is medium work which requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Requires the ability to balance, climb, crouch, kneel, lift and push/pull various objects, stand, stoop, and walk. Requires mental acuity including the ability to make rational decisions through sound logic and deductive processes, the ability to express ideas by means of the spoken word and possess close visual acuity.
Work Environment
Work is performed indoors and outdoors during surveying and construction and maintenance activities for extended periods of time under a wide variety of weather conditions. Work may expose employees to inclement weather, poisonous plants, fumes, and dust. Work requires the use of safety clothing and equipment. May involve dealing with distraught and angry residents.
