JOB SUMMARY
Performs complex professional and administrative duties involving human resources, occupational safety, and community outreach for the RWSA and the RSWA. Departments within the Division include Human Resources, Administration, Communications, and Safety. This position will consistently meet all quality standards, strategic and financial goals, safety, environmental and legal program requirements while achieving the customer service goals of the Authority’s two wholesale customers: the City of Charlottesville and the Albemarle County Service Authority. Serves as a member of the senior management team along with the Director of Engineering & Maintenance, Director of Environmental Services, Director of Finance & Information Technology, and the Executive Director. Work is performed under the supervision of the Executive Director.
ESSENTIAL JOB FUNCTIONS
Senior Leadership
- Actively serves on the Authority’s senior management team. Participates in senior level management and strategic planning processes and contributes to an overall cohesive leadership for the Authority.
- Communicates and coordinates senior management concepts, goals and priorities with the Administration Division management team and staff.
Departmental Oversight
- Provides strategic direction, sets division manager goals and expectations, monitors and measures performance, and drives expectations through interactive coaching, recognition, and accountability to consistently achieve the strategic goals of the organization.
- Provides leadership to achieve the Authority’s performance and quality standards, compliance with laws, regulations, and permitting requirements, environment and safety standards and goals, and customer service expectations.
- Provides leadership, growth and development opportunities for division managers and staff. Provides expert advice and technical assistance to staff in solving problems.
- Provides guidance and direction over the Human Resources department.
- Responsible for the annual renewal or procurement of the annual Health Insurance and related employee benefit offerings related to the annual open enrollment for all employees.
- Directs general administrative functions, including overseeing office management.
- Recommends and implements changes to administrative policies.
- Provides liaison between Authority and other agencies or organizations in human resource/administrative/community outreach matters, and as otherwise delegated.
- Provides guidance and direction over the Safety Department.
- Works with the Safety Manager to ensure that the Administration Division meets all OSHA/safety rules and regulations.
- Oversees the development and implementation of the Authorities’ public outreach and education strategy and programs.
- Maintains professional knowledge and skills with appropriate training, memberships, and certifications.
- Performs related tasks as required.
Administrative Oversight
- Responsible for long-term strategic planning and the annual preparation of a comprehensive operating budget as well as capital improvement projects to support administration.
- Establishes organization proficiency in achieving best practices and effective performance benchmarking against other utilities, to include areas such as workforce planning, safety practices, and community involvement and education.
- Determines human resources needs and provides effective succession planning for positions within the Administrative Division and the Authorities.
- Oversees personnel hiring, staffing decisions, performance evaluations and other related personnel issues.
- Responsible for ensuring adequate training of all administration staff to meet current or anticipated technical or regulatory requirements.
- Responsible for security and emergency preparedness and response planning for administrative functions and is required to be on-call to address any emergency situation.
- Performs related tasks as required.
MINIMUM EDUCATION AND EXPERIENCE
A college degree from a four year college or university with major course work in business, human resources, or public administration. An advanced degree is an asset. Ten years of progressively responsible administrative experience in personnel and administrative supervision. Thorough knowledge of personnel practices and procedures, federal, state, and local labor laws, safety practices and regulations, and office management. The individual must possess and maintain a valid Virginia driver’s license or be capable of obtaining one within 30 days. A PHR or SHRM-CP certification is preferred.
KNOWLEDGE, SKILLS, AND ABILITIES
- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from the Board of Directors, managers, customers, and the general public.
- Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
- Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to analyze and evaluate matters in all areas of responsibility, knowledge of the principles and practices of organization, management, and fiscal techniques.
- Ability to operate small office equipment, including copy machines or multi-line telephone systems. Ability to operate computers for data entry, word processing and/or accounting purposes.
- Ability to supervise employees developing, installing, and/or repairing technology systems. Ability to establish policies for using, acquiring, and/or maintaining technology systems.
- Ability to create and guide implementation of capital improvement plans and/or programs. Ability to create plans for and guide implementation of new technology systems.
PHYSICAL REQUIREMENTS
While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, peripheral vision, depth perception, and ability to adjust focus.
WORK ENVIRONMENT
The noise level in the work environment is usually quiet. Ability to work alone or as a team member.
