The State of Connecticut, Judicial Branch, Office of the Probate Court Administrator is seeking a Program Manager for a full-time position to serve as communications and intergovernmental relations manager to represent the Probate Courts at the General Assembly and manage a diverse portfolio of other responsibilities.
The position involves three primary areas of responsibility: Intergovernmental relations, communications, and website content management. The individual will manage the agency’s annual legislative program and all interactions with federal, state, and municipal governments and other stakeholders and is responsible for a wide variety of written communications such as news releases, reports, newsletters, and other agency publications. In addition, the individual will be responsible for content management of the agency’s internal and external websites and other diverse functions.
The successful candidate must have considerable knowledge of state government and the legislative process, considerable knowledge of public relations, strong interpersonal and leadership skills, and excellent verbal and written communication skills. A law degree is preferred but not required. In-state travel is required.
Salary Range: $95,830 - $125,120 annually – plus State of Connecticut benefits.
New employees begin at the minimum. The starting salary for existing state employees may be higher than the minimum, in accordance with existing Judicial Branch policy.

EXPERIENCE AND TRAINING
General Experience: Five (5) years of professional experience in a broad range of functions related to assigned areas, including some responsibility for planning, research and systems analysis, or a related field.
Substitutions Allowed:
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
- A Law degree or Master’s degree in a related field may be substituted for one (1) additional year of the General Experience.
Special Requirement: Required to have a valid motor vehicle operator’s license and a motor vehicle available for daily use.
